A partire dal 2025, le famiglie italiane potranno beneficiare di una significativa novità per il calcolo dell’ISEE. Grazie a un nuovo DPCM attuativo firmato dalla Presidente del Consiglio Giorgia Meloni, sarà possibile escludere dal calcolo i titoli di Stato e altri strumenti finanziari garantiti fino a una soglia complessiva di 50mila euro. Questa misura, introdotta con la Legge di Bilancio 2023 (comma 183, articolo 1, legge 213/2023), mira a rendere il sistema di calcolo più equo e a favorire l’accesso delle famiglie alle prestazioni sociali agevolate.
Quali strumenti saranno esclusi?
L’esclusione dal calcolo dell’ISEE riguarderà specificamente:
- Titoli di Stato come BOT e BTP;
- Buoni fruttiferi postali;
- Libretti di risparmio postale;
- Altri prodotti finanziari di raccolta del risparmio con obbligo di rimborso assistito dalla garanzia dello Stato.
La soglia massima per beneficiare di questa esclusione è fissata a 50mila euro.
Fase transitoria e tempistiche
Il decreto attende ora la registrazione da parte della Corte dei Conti e la pubblicazione in Gazzetta Ufficiale per diventare operativo. Successivamente, l’INPS fornirà ai CAF le istruzioni per adeguare la compilazione dell’ISEE, compreso l’aggiornamento della piattaforma dedicata all’ISEE precompilato.
Per le attestazioni ISEE già rilasciate, è prevista una disciplina transitoria: queste resteranno valide fino alla naturale scadenza. Tuttavia, le famiglie avranno la possibilità di richiedere una nuova attestazione calcolata secondo le nuove regole.
Impatto sui bonus e le prestazioni agevolate
L’esclusione dei titoli di Stato e degli strumenti garantiti dal calcolo dell’ISEE consentirà a molte famiglie di abbassare il proprio valore ISEE. Questo cambiamento aumenterà il numero di nuclei familiari idonei a ricevere bonus e prestazioni sociali agevolate, come agevolazioni tariffarie, borse di studio, e altre misure di sostegno.
Le novità per le famiglie con persone con disabilità
Il DPCM introduce anche importanti modifiche per le famiglie con componenti disabili o non autosufficienti:
- I trattamenti assistenziali, previdenziali e indennitari, comprese le carte di debito emesse da amministrazioni pubbliche, saranno esclusi dal calcolo del reddito.
- Verrà riconosciuta una maggiorazione dello 0,5 al parametro della scala di equivalenza per ogni componente con disabilità media, grave o non autosufficiente.
Le nuove regole sul calcolo dell’ISEE rappresentano un passo significativo verso un maggiore sostegno economico per le famiglie italiane, con particolare attenzione ai nuclei familiari più vulnerabili. Una volta operative, queste misure contribuiranno a migliorare l’accesso alle prestazioni sociali agevolate, rendendo il sistema più inclusivo ed equo.
